Scholars Portal is a service of the Ontario Council of University Libraries. Founded in 2002, Scholars Portal provides a shared technology infrastructure and shared collections for all 21 university libraries in the province. Through the Scholars Portal online services, Ontario’s university students, faculty and researchers have access to an extensive collection of e-journals, e-books, social science and geospatial data. Scholars Portal also supports the Canadian Shared Institutional Repository Service, a virtual chat reference service, and other tools designed to aid and enhance academic research in Ontario. Scholars Portal Journals is a repository of over 68 million scholarly articles drawn from journals covering every academic discipline. Most hosted journals are subscription-based and are available only to Ontario universities who have negotiated access for them. A small but growing number of journals are open access and available to anyone. Scholars Portal Journals is certified as a Trustworthy Digital Repository for long-term preservation. All commercial content on the platform is negotiated through the OCUL office to ensure long-term hosting and preservation rights. Academic libraries and archives across Ontario are the custodians of a remarkable variety of unique materials that represent the collective memory of their institutions and communities. Increasingly, these materials exist in digital form: either acquired through purchase or donation, or created by the institution itself as university records or as the output of digitization projects. All of these heterogeneous digital objects require robust tools, systems and infrastructure for long-term preservation to ensure they remain accessible into the future. Permafrost provisions a suite of tools, training and resources to enable members of the Ontario Council of University Libraries to begin actively processing digital objects for long-term preservation and access. Scholaris provides scalable infrastructure, technical expertise and community support for institutional repositories. The service uses open-source repository software (DSpace) and is hosted and managed by Scholars Portal. Participating institutions enjoy the benefits of both local and national service models: an institutionally branded repository instance with centrally managed hosting and upgrades, shared resources, and access to a vibrant national repository network. Our platforms make content available to licensed users while ensuring that it is properly preserved for the long term. In 2013, the Scholars Portal Journals Service was certified as a Trustworthy Digital Repository by the Center for Research Libraries. As a key contributor to the global preservation community, we make all of our documentation openly available and contribute our holdings records to the Keepers Registry.
