It supports multi-agency working groups – including customs, FIUs, law enforcement, tax authorities, prosecutors, regulators and free trade zone authorities – in assessing TBML threats, inherent vulnerabilities and the effectiveness of existing controls. The manual explains the Tool’s methodology, data needs, scoring logic and step-by-step application, including separate analysis of mainland and free-trade-zone risks. It helps jurisdictions translate assessment findings into risk-based policy, supervisory and operational actions, including stronger inter-agency cooperation, better use of trade and financial data, enhanced FTZ oversight and targeted capacity-building.
