Terrorism remains a persistent and evolving global challenge. Despite efforts to counter it, violent attacks and extremist threats continue to disrupt communities, undermine stability, and create fear across societies. Its impacts are long-lasting; affecting economies, social cohesion, and the daily lives of people around the world. Addressing this ongoing threat requires sustained whole-of-government and whole-of-society responses. UNODC works with Member States to prevent and counter the evolving threats of terrorism and violent extremism. We promote international legal instruments, support domestic implementation, and facilitate global cooperation. Grounded in international legal instruments and human rights norms, and aligned with the UN Secretary General’s Common Agenda, we empower communities, reduce vulnerabilities, and ensure no one is left behind. Highlights The International Legal Framework There are 19 international legal instruments against terrorism. UNODC supports Member States with the development of counter-terrorism legislation and promoting adherence to the instruments. Read more about each of the instruments here. Publications on Terrorism Prevention Since the establishment of the Terrorism Prevention Branch, we have produced over 80 publications, including tailor-made capacity-building resources, policy guidance, and training materials.
