Established in December 2022 by G7 leaders, the Platform works to direct resources in a coherent, transparent, and inclusive manner, enabling efficient planning and delivery of assistance to Ukraine and avoiding duplication. Russia’s ongoing full-scale invasion of Ukraine, which began February 24, 2022, continues to cause significant civilian casualties, destruction and damage to the country’s critical infrastructure and productive assets, taking a severe human, social, and economic toll on the country. The fifth Rapid Damage and Needs Assessment (RDNA5), jointly developed by the World Bank Group, the Government of Ukraine, the European Commission and the United Nations, estimates that by 31 December 2025, direct damage had reached $195.1 billion, with the total cost of reconstruction and recovery estimated at almost $588 billion over the next decade. The Platform is a unique forum, bringing together international donors and the Ukrainian authorities to define, prioritise, and sequence strategic needs within the recovery process. It coordinates economic assistance in line with Ukraine’s recovery and reconstruction priorities and its reform ambitions, with a particular focus on its EU accession path. In this regard, the Platform coordinates international efforts to support a sustainable, resilient, inclusive, and green economic recovery which enhances strong democratic institutions, the rule of law, and anti-corruption measures. The Platform’s Steering Committee has endorsed five objectives for 2026. The objectives set out workstreams aimed at: preserving macroeconomic and financial stability; supporting Ukraine in meeting its priority recovery and reconstruction needs; supporting the implementation of critical reforms and related measures; creating the conditions for boosting private sector investment and engagement in reconstruction; and contributing to addressing the social aspects of Ukraine’s recovery. The Platform will remain ready to adapt its focus and priorities as developments require. The Platform brings together 25 permanent and temporary members and observers. The permanent members of the Platform are Ukraine and the members of the G7 (Canada, France, Germany, Italy, Japan, the United Kingdom, the United States, and the European Union). There are currently seven temporary members: Denmark, Estonia, the Republic of Korea, the Netherlands, Norway, Poland, and Sweden. Nine countries currently have observer status: Austria, Belgium, Finland, Iceland, Latvia, Lithuania, Luxembourg, Spain, and Switzerland. In addition, eight international financial institutions and organisations participate in its work.
