Publication How Does State Ownership Affect Firm Innovation? Evidence from Chinese Manufacturing Firms (Published by Oxford University Press on behalf of the World Bank, 2025-10-17) Caroline M, Betts; Cao, Yu Show more This paper studies innovation differentials among state-owned firms (SOEs) and privately-owned firms (POEs) in China’s manufacturing sector. It identifies and quantifies two channels that mediate the effects of state ownership on firm innovation: (1) a human-capital channel promoting innovation capacity, proxied by higher SOE skilled-worker shares; and (2) an institutional-support channel mitigating firm financial constraints, proxied by higher SOE subsidies and lower SOE credit costs. Key findings are that SOEs have higher R&D intensity, apply for invention patents at a higher rate per unit of sales, and are more likely to apply for invention patents than POEs; however, citation metrics of SOE and POE invention quality are equal. Positive SOE-POE invention- patent rate differentials are solely attributable to mediated channels. Positive SOE-POE R&D intensity and invention-patent probability differentials also reflect direct effects of state ownership, potentially attributable to business-environment stability. Productivity analyses show that China’s 2009–2010 economic stimulus, by awarding state support disproportionately in favor of SOEs, misallocated resources, harming efficiency: Had the same support been awarded to POEs, there would have been larger increases in the invention-patent rate and productivity of China’s manufacturing sector. Children around the world are taught from a young age that being honest is a virtue. However, different institutions and authorities may not be equally effective in conveying this message. This study investigates the relative power of moral messages from three archetypal authorities (family, state, and religion) in discouraging dishonesty among children. By removing the threat of punishment, the experiment isolates the role of intrinsic motivation. Moral messages from secular authorities (family and state) reduce dishonesty significantly, whereas the impact of religious messages is weak and statistically insignificant. These findings align with a theoretical model in which subjects experience a context-specific disutility from dishonesty. Show more Loading... Publication Baseline Assessment of Women’s Participation in Paraguay’s Energy Sector (Washington, DC: World Bank, 2026-06-01) World Bank Show more Paraguay’s energy sector plays a strategic role in the national economy and has a distinctive institutional and technological structure. The country operates one of the world’s cleanest electricity systems, with 99.6 percent of power generated from hydropower, making Paraguay a major exporter of renewable electricity through the binational Itaipú and Yacyretá dams. At the same time, final energy consumption remains dependent on imported fossil fuels, particularly in transport and industry. Although electricity generation accounts for a relatively small portion of GDP within the utilities sector, its macroeconomic importance is substantial due to export revenues and its enabling role across the economy. Planned expansion under the ANDE’s Generation Master Plan 2024-2043, including solar and small hydropower, may generate new technical employment opportunities, increasing the importance of workforce development and inclusive recruitment practices. Establishing a baseline of women’s participation in the energy workforce is timely, as Paraguay’s energy sector expands and attracts increasing private investment. Identifying gender gaps at this stage enables policymakers and firms to address structural barriers before they become entrenched, while also seizing opportunities to broaden employment, especially for women and youth, and to strengthen the technical talent pool needed to sustain sector growth. This assessment addresses a key evidence gap: Paraguay lacks consolidated, gender‑disaggregated employment data for the energy sector beyond broad national labor statistics. The study provides an initial snapshot of women’s representation in selected subsectors, electricity generation and biofuel production, using two complementary primary sources: (i) an Employer Survey capturing workforce composition and institutional policies, and (ii) a Worker Survey capturing perceptions of workplace conditions and barriers. Publication Clearing the Air in Greater Jakarta: Cost-Effective Solutions for Air Quality Management (Washington, DC: World Bank, 2026-06-26) World Bank Show more This advisory paper was prepared in response to the Government of Indonesia’s request for support in developing an integrated Air Quality Management (AQM) program for the Greater Jakarta region. The objectives of this paper are to: (1) deepen understanding of air pollution issues, (2) prioritize cost-effective AQM measures across sectors, and (3) combine sectoral and overarching (institutional) policy measures within an integrated AQM program. The overall objective is to provide a decision-making foundation by identifying gaps in the framework and prioritizing potential actions. The intended audience includes government officials, especially those responsible for AQM planning in environmental and related line agencies, as well as practitioners and professionals in the AQM field. The paper’s quantitative analysis focuses on 22 potential emission reduction measures across the key polluting sectors: transport, industry, power generation, and waste burning. The paper finds that converting industrial and power plant fuels from coal to natural gas, or other energy sources, can lead to significant air pollution emission reductions in Greater Jakarta. Installing and upgrading air pollution control (APC) devices for industrial combustion facilities offer similarly substantial emission reductions, and is, by a considerable margin, the most cost-effective option for large-scale pollution reduction. The analysis finds that transitioning to electric vehicles is a relatively high-cost approach to reducing air pollution; however, electrification offers lower carbon emissions and lower long-term operating costs (particularly for public transport systems like Trans-Jakarta) and therefore should not be discounted.
