Before taking the helm at IIHS-HLDI in 2018, Dr. Harkey led the University of North Carolina Highway Safety Research Center for 11 years. There he directed numerous projects to improve roadway design and operations for all road users, develop tools and strategies for enhanced safety analysis and improved data collection, and create training materials for safety professionals. He has led major research programs and projects for the Federal Highway Administration, National Highway Traffic Safety Administration and other public agencies throughout his career and published numerous technical reports and peer-reviewed articles. Dr. Harkey received a doctorate in civil engineering from North Carolina State University and a master’s degree and bachelor’s degree in civil engineering from the University of North Carolina at Charlotte. He is actively involved in several professional organizations, including the Transportation Research Board and the Institute for Transportation Engineers. Download Joe Nolan Chief Operating Officer, IIHS-HLDI Joseph Nolan is chief operating officer of the Insurance Institute for Highway Safety and the Highway Loss Data Institute. He oversees operations and strategic planning as well as cooperation with other vehicle research and testing organizations. Mr. Nolan joined IIHS in 1992 and is author of numerous research papers published by the Society of Automotive Engineers and in scientific journals. He is an expert on vehicle compatibility in crashes, occupant protection in front and side impacts, low-speed damageability, and accident investigation and reconstruction. Mr. Nolan received a master’s degree in mechanical engineering from the University of Virginia. He previously earned a bachelor’s degree in electrical engineering from North Carolina State University. Download Michael Fagin Chief Legal and Administrative Officer, IIHS-HLDI Michael Fagin is chief legal and administrative officer at the Insurance Institute for Highway Safety and the Highway Loss Data Institute. He joined IIHS in 2007 as an attorney and later became general counsel and secretary/treasurer. In his current role, he oversees the Institutes’ legal, accounting, and human resources departments as well as corporate compliance programs and government relations. Prior to joining the Institute, Mr. Fagin worked on Capitol Hill and as an attorney in Washington, D.C. He received a bachelor’s degree from Appalachian State University and a law degree from the University of North Carolina at Chapel Hill. Download Matt Moore Chief Insurance Operations Officer, IIHS-HLDI Matt Moore is the chief insurance operations officer at the Insurance Institute for Highway Safety and the Highway Loss Data Institute. He oversees HLDI operations and is responsible for delivery of services to member companies, outreach to the insurance industry as a whole, and strategic direction to build these relationships. Mr. Moore has been closely involved in HLDI research since joining the organization in 1999. He has authored numerous research papers and spearheaded several studies that were world firsts on topics such as legal recreational marijuana, antilock braking systems for motorcycles and collision avoidance technologies. In particular, his early work showing the benefits of front automatic emergency braking laid the groundwork for near-universal adoption of the technology. Mr. Moore holds an MBA and a bachelor’s degree from Saint Francis University in Pennsylvania. Download Russ Rader Senior Vice President, Communications, IIHS Russ Rader is senior vice president for communications at the Insurance Institute for Highway Safety. He joined the Institute in 2001. Mr. Rader previously worked as public affairs director for the U.S. Consumer Product Safety Commission. He received a bachelor’s degree from the University of Nebraska at Lincoln. Download Jessica Cicchino Senior Vice President, Behavior and Infrastructure Research, IIHS Jessica Cicchino is senior vice president for behavior and infrastructure research at the Insurance Institute for Highway Safety. Dr. Cicchino is the author of over 75 peer-reviewed papers on topics such as distracted driving, speed, pedestrian safety, crash avoidance technology and driving automation. Prior to joining the Institute as a research scientist in 2012, Dr. Cicchino worked as a research psychologist at the National Highway Traffic Safety Administration. She received a doctorate in psychology from Carnegie Mellon University and a bachelor’s degree in cognitive science from Vassar College. Download Jessica Jermakian Senior Vice President, Vehicle Research, IIHS Jessica S. Jermakian is senior vice president for vehicle research at the Insurance Institute for Highway Safety. Dr. Jermakian has authored dozens of papers on topics ranging from crash avoidance and crashworthiness to child passenger safety. Prior to joining the Institute in 2009, Dr. Jermakian worked for Nissan North America and The Children’s Hospital of Philadelphia. She received her doctorate in transportation safety engineering from The George Washington University. Download Raul Arbelaez Vice President, Vehicle Research Center, IIHS Raul Arbelaez is vice president of the Insurance Institute for Highway Safety’s Vehicle Research Center, where he oversees general operations and the crashworthiness evaluation programs conducted there. Mr. Arbelaez joined the Institute in 1999 as a research engineer. His research interests include occupant injury biomechanics, crash test dummies and electric vehicle crash safety. He has been involved in the Institute’s front and side crashworthiness evaluation programs, real-world crash investigation studies, and the development of advanced dummy seating procedures and pelvic injury criteria used in side crash tests. Mr. Arbelaez received a bachelor’s degree from Florida State University and a master’s degree from the University of Alabama at Birmingham. Download David Aylor Vice President, Active Safety, IIHS David Aylor is vice president for active safety testing at the Insurance Institute for Highway Safety. Mr. Aylor has worked at IIHS since 2004 and has been closely involved with all its testing programs. Most recently, he helped develop the evaluation program for front crash prevention systems. His areas of research include rear impact, low-speed damageability, and crash avoidance technology. Mr. Aylor received a bachelor’s degree in mechanical engineering from the University of Virginia. Download Chuck Farmer Vice President, Research, IIHS Chuck Farmer is vice president for research at the Insurance Institute for Highway Safety, where he has worked for more than 30 years. He has authored studies on many aspects of traffic safety, including the effects of enhanced vehicle technology, regulation and refinement of driver behavior, and roadway design. Dr. Farmer received a master’s degree from Old Dominion University and a doctorate from Iowa State University. Download David Kidd Vice President, Vehicle Research, IIHS David Kidd is vice president for vehicle research at the Insurance Institute for Highway Safety. Dr. Kidd focuses on identifying data-driven, pragmatic solutions for preventing harm from crashes. His work has been instrumental in developing and advancing several IIHS vehicle rating programs, including evaluations of seat belt reminders and automatic emergency braking that responds to different types of vehicles and to bicycles. Currently, he is leading the expansion of IIHS ratings to commercial vehicles. Dr. Kidd received a doctorate from George Mason University in 2011. Download Danielle Wolfe General Counsel, IIHS-HLDI Danielle Wolfe is general counsel at the Insurance Institute for Highway Safety and the Highway Loss Data Institute. She joined IIHS in 2014 as an attorney. In her current role, she manages the Institutes’ legal department. Prior to joining the Institute, Mrs. Wolfe worked for the National Transportation Safety Board as a safety advocate and chief of the safety advocacy division. Before that, she was a presidential management intern and evaluator for the U.S. Department of Transportation, Office of Inspector General. Mrs. Wolfe received a bachelor’s degree from James Madison University and a law degree from the College of William and Mary. Download Raul Avelar Senior Research Transportation Engineer, IIHS Raul Avelar is a senior research transportation engineer at the Insurance Institute for Highway Safety. Dr. Avelar’s expertise spans highway design, roadway operations, traffic control devices, bicyclist and pedestrian safety, and technical assistance for agencies to implement research results. Prior to joining the Institute in 2023, Dr. Avelar worked for 10 years as a researcher at the Texas A&M Transportation Institute, where he worked on multiple transportation research projects for federal and state stakeholders. Dr. Avelar received a doctorate in civil engineering from Oregon State University and is a licensed professional engineer registered in Texas.
